How many foreign workers does the Amur Region need in 2026

The quota for visa workers is allocated by an order of the Ministry of Labour. For 2026, employers in the Amur Region have been allocated 23 645 places among 147 employers, for citizens of thirteen countries (Order of the Ministry of Labour of Russia (приказ Минтруда России) dated 06.10.2026 № 471, ed. 9).

India and China predominate in the visa quota: India accounts for one-third of the places. These two flows are organised differently: eight thousand places for Indian workers are divided among thirteen employers — large organised recruitment drives; the more than four thousand Chinese places are divided among 127 companies, with around thirty people per company.

The occupations are almost entirely in construction and installation: erectors of steel and reinforced-concrete structures (about 3.6 thousand places), steel structure assembly fitters (2.9 thousand), process pipeline erectors (2.3 thousand), welders, insulation workers, and reinforcing steel workers. This also answers why the region has such a quota: people are going to Svobodny, to the Amur Gas Processing Plant and Amur Gas Chemical Complex — AGPP and AGCC. The difference between the countries is explained by the same factor — several contractors recruit thousands of workers at once for major sites, while other companies recruit in the dozens.

What the table does not show is important. First, places in the quota are the permitted maximum for the year, not the number of people who have arrived: how many of them are actually selected depends on employers. Second, the quota counts only visa workers. Citizens of the EAEU and workers with patents — from Uzbekistan, Tajikistan, Azerbaijan, and Moldova — are not included. This is a substantial flow: more than 22.6 thousand people work in the Amur Region under patents, 80 % of them in construction (Employment Department of the Amur Region (управление занятости Амурской области), October 2025). By June 2026, almost 37 thousand foreigners were registered for migration purposes in the region — 16 % more than a year earlier (Directorate of the Ministry of Internal Affairs of Russia for the Amur Region (УМВД России по Амурской области)).

For employers: how to hire foreign workers

The procedure depends not on the occupation or the employer, but on citizenship. The three regimes below must not be mixed.

Patent workers from the CIS

Citizens of Uzbekistan, Tajikistan, Azerbaijan, Moldova, and other visa-free countries work under a patent; the worker applies for it personally. Employers need to remember two things: a patent is valid only in the region where it was issued — one obtained in Primorsky Krai or Khabarovsk Krai is not valid in Blagoveshchensk — and the occupation stated in the patent must match the position under the contract.

Citizens of the EAEU

Citizens of Kyrgyzstan, Kazakhstan, Armenia, and Belarus work without a patent and outside the quota — this follows directly from the Treaty on the EAEU (Договор о ЕАЭС), Art. 97; they do not need work authorisation documents. But exemption from the patent does not exempt them from everything else: a medical examination and fingerprint registration are mandatory, and the employer notifies the Ministry of Internal Affairs of the contract under the general procedure.

Visa workers from India, China, Turkmenistan, and Bangladesh: quota, permit, invitation, visa

This is the longest route and begins well before the people arrive:

1. Quota. The application is submitted for the following year and reviewed by regional interdepartmental commissions.
2. Permit to attract and employ foreign workers — a document issued to the company itself.
3. Work permit — a document issued to a specific worker.
4. Invitation to enter the country.
5. Work visa based on the invitation.
6. After entry — migration registration and notifications.

A separate note on Turkmenistan. It is a visa country: despite its common Soviet past, its citizens enter on visas and work under the quota, not under patents. Turkey and Serbia are also visa countries; in the Amur Region quota, their workers are construction and engineering personnel.

Outside the quota, employers may hire qualified specialists in occupations included in the approved list and highly qualified specialists (HQS); HQS workers have their own procedure and mandatory reporting on salary payments.

Employer obligations after hiring

• Notify the Ministry of Internal Affairs of the conclusion and termination of the contract — within three working days (Federal Law 115 (ФЗ-115), Art. 13, para. 8). The deadline is the same for patent workers, EAEU citizens, and visa workers.
• If the employer is the host party, submit a notification of registration for migration purposes.
• Comply with industry restrictions and permitted shares.

Liability arises separately for each worker. Inspections are taken seriously: during the first five months of 2026, the Directorate of the Ministry of Internal Affairs for the Amur Region brought 143 employers to administrative responsibility.

For employees: what to do in the first 30 days

The count starts from the date of entry; an expired deadline cannot be restored.

Migration registration

• 7 working days from the date of arrival at the place of stay — the general deadline (Federal Law 109 (ФЗ-109), Art. 20, Part 3).
• 30 days from the date of entry — for EAEU citizens (Treaty on the EAEU (Договор о ЕАЭС), Art. 97, para. 6).
• 15 days — for citizens of Tajikistan (Agreement dated 08.02.2013 (Соглашение от 08.02.2013)).

The host party — the employer, housing owner, or hotel — submits the notification.

Patent and its cost in 2026

The patent application and medical examination must be completed within 30 calendar days from the date of entry (Federal Law 115 (ФЗ-115), Art. 13.3, para. 2, ed. effective from 01.09.2026). Documents are submitted through the Federal State Unitary Enterprise “Passport and Visa Service” of the Ministry of Internal Affairs of Russia (ФГУП «Паспортно-визовый сервис» МВД России), including through its authorised agents, or through the Gosuslugi portal.

The cost of a patent in the Amur Region in 2026 is ₽12 874 per month. This is not a state fee but an advance payment of personal income tax: the federal base is ₽1200, the deflator coefficient is 2,842 (Order of the Ministry of Economic Development (приказ Минэкономразвития) dated 06.11.2025 № 734), and the regional coefficient is 3,775 (Law of the Amur Region (Закон Амурской области) dated 02.10.2025 № 682-ОЗ).

Payment must be made in advance and on time: late payment automatically terminates the patent without notice and without anyone having to make a decision. This is the most common reason why a person loses the right to work while continuing to report for shifts.

Where foreigners are not allowed to work

There are two layers of restrictions.

For all foreign workers except EAEU citizens, the Amur Region has established a zero permitted share (Resolution of the Government of the Russian Federation (постановление Правительства РФ) dated 05.12.2025 № 1995, para. 21):

• crop production, animal husbandry, and hunting;
• extraction of precious metals;
• production of food products and beverages;
• repair of machinery and equipment;
• other land passenger transport;
• veterinary services for farm animals.

Throughout the country, including the Amur Region, foreigners may not be hired for the retail sale of alcohol and tobacco, in pharmacies, at markets, or in non-stationary retail trade (the same Resolution of the Government of the Russian Federation (ПП РФ) № 1995).

The permitted share for construction has been reduced for 2026 — a year earlier it was 80 %. For some regions, the resolution establishes specific values instead of the general one, so the employer must check the share for its OKVED against the text of the resolution: excess is calculated separately for each worker.

For patent workers, a regional restriction is added: under Governor’s Resolution (постановление губернатора) dated 27.10.2025 № 205, in 2026 they may not be hired for 32 types of activity. These include:

• wholesale and almost all retail trade;
• sale and repair of motor vehicles;
• taxis, bus, and freight transport;
• courier delivery;
• extraction of stone, sand, and clay;
• geological exploration;
• personnel recruitment;
• work for private individuals.

Construction is open. For 2027, the ban has already been extended and expanded (Governor’s Resolution (постановление губернатора) dated 14.09.2026 № 195): healthcare, pharmacies, accounting, care for the elderly, and machinery repair will be added.

These restrictions do not apply to citizens of Kyrgyzstan, Kazakhstan, Armenia, and Belarus. A shop or transport company that may not hire a patent worker can hire an EAEU citizen.

Medical examination for migrants in Blagoveshchensk and Svobodny

The examination may be completed only at an organisation included in the regional list (Resolution of the Government of the Amur Region (постановление Правительства Амурской области) dated 30.12.2014 № 794, ed. dated 31.03.2025 № 245): currently, there are 18 organisations for general examinations and 13 for HIV testing.

Blagoveshchensk:

Where to take the exam

The exam in Russian, Russian history, and the fundamentals of legislation is administered only by organisations included in the government list (Federal Law 115 (ФЗ-115), Art. 15.1; Government of the Russian Federation Order (распоряжение Правительства РФ) № 3641-р):

The exam is not required for people who have a Russian-form education document or a school certificate from a school completed in the USSR before 01.09.1991. The sites themselves provide preparation for the exam for migrants — check the schedule by telephone.

Where to get help with paperwork in the Amur Region

ProCenter: patents and the EAEU

ProCenter is a migration centre in Blagoveshchensk and Svobodny. It prepares, accepts, and submits patent documents on site under a one-stop-shop model, together with referrals to a medical organisation, translations with notarisation, and support until the patent is obtained.

For employers and contractors, the centre manages the entire worker flow: patent package, medical examination, VHI, photographs, TIN and SNILS, migration registration, notifications of hiring and termination, and change of position; for EAEU citizens — fingerprinting and submission of medical reports. According to the company, more than twenty contracting organisations at the Amur Gas Processing Plant and Gas Chemical Complex construction sites work with the centre.

“Vizant-Plus”: visa workers

“Vizant-Plus” handles the same six-step process: quota and quota-adjustment documents, registration with the employment centre, permits to attract foreign workers and work permits, invitations, and work visas. Separately, it handles qualified specialists outside the quota and HQS workers, including reporting on salary payments. After entry — migration registration with the Migration Affairs Directorate of the Directorate of the Ministry of Internal Affairs of Russia for the Amur Region (УВМ УМВД России по Амурской области), translations, VHI, medical services, TIN and SNILS, and monitoring of deadlines and document completeness.

The work process is: application → selection of the legal model (quota, qualified specialist, or HQS) → preparation of documents → submission and status monitoring → receipt of documents and support after entry. The company also processes patents and documents for EAEU citizens.

Checklist

For employers:

1. Visa workers — submit the quota application in advance, for the following year; then obtain permits, invitations, and visas.
2. Once a foreigner is hired — notify the Ministry of Internal Affairs within three working days; do the same when terminating the contract.
3. Hire a patent worker only with an Amur Region patent and not for a prohibited industry. Trade and transport: prohibited under a patent, permitted for EAEU citizens.
4. For 2027, the ban on patent work has been expanded — check your OKVED now.

For employees:

1. Seven working days for migration registration; EAEU citizens — 30 days, Tajik citizens — 15 days.
2. Thirty days from the date of entry for the medical examination, exam, and patent application.
3. ₽12 874 every month on time: late payment terminates the patent automatically.
