The week from November 2 to 8, 2026 will be the shortest working week of the year for Tatarstan: November 2, 3 and 5 will be working days. For a company, this is not merely a calendar change but also a task for the HR department, department managers, timekeepers and accounting team. Particular attention will be required from organizations with shift work, continuous production and foreign employees.
Which Days to Include When Planning Work
During the period from November 2 to 8, November 2, 3 and 5 are designated as working days. November 3 is the day before a public holiday and must be shortened by one hour. November 4, National Unity Day (День народного единства), is a non-working public holiday. Under the schedule shown, November 6 is also a non-working day in Tatarstan.
For a standard five-day schedule, this means fewer available working hours for tasks, deliveries, document finalization and internal approvals. Managers should not shift the usual workload to the shortened day without assessing the workload: this may result in timekeeping errors or the need to formally arrange work beyond the established schedule.
Why the Schedule Should Be Verified Before November
The employer should update the local work schedule, shift schedules and production plans before the beginning of November. This will help identify in advance the departments where the reduction in working time affects work completion deadlines, shift handovers, client commitments or the calculation of standard working hours.
The schedule should be communicated to line managers and employees. For foreign nationals and stateless persons working under employment contracts, the rules apply in the same way as to other employees. It is advisable to communicate the schedule in a form that the employee can easily understand, reducing the risk of absences and disputes over the date and duration of a shift.
What to Check in the Timesheet and Payroll
The November timesheet must be completed taking into account the actual established schedule and the working and non-working days. November 3 requires a separate check: working time must be reduced by one hour. If the conditions of production make it impossible to shorten the shift, compensation must be provided.
The shortened day before a public holiday and additional non-working days are not grounds for reducing the monthly salary. This applies both to Russian and foreign employees paid a fixed monthly salary: the salary for the month is paid in full. An incorrect timesheet, in turn, creates a risk of miscalculating salary and overtime.
What to Do If Work Is Required on November 4 or 6
In shift-based departments, continuous production and other situations, work may also be required on a non-working day. In that case, calling an employee in to work must be arranged in accordance with the Russian Labour Code (Трудовой кодекс Российской Федерации, ТК РФ), Russia’s main employment law: prepare an order, obtain the employee’s written consent when required, and determine the method of compensation.
The material refers to increased pay or the provision of another day off. The specific procedure depends on the applicable employment regulations and the circumstances of the call-in. Therefore, a company should not limit itself to a verbal agreement with the employee or record the attendance as an ordinary shift without formal documentation.
What Risks Arise from a Formalistic Approach
If November 3 is not shortened, part of the salary is withheld because of the holidays, or a person is required to work on a non-working day without proper documentation and compensation, employees and the labour inspectorate (the state body supervising compliance with employment law) may raise claims. Liability for violating employment legislation may also arise.
A practically safe approach is to link the schedule, timesheet, orders and payroll calculation. This ensures that the HR department, accounting team and department manager use the same data, and that employees’ actual work does not differ from what is recorded in the documents.
What to Check
- Mark November 2, 3 and 5 as working days in the schedule.
- Shorten the November 3 shift by one hour or provide compensation if this is impossible.
- Treat November 4 and 6 as non-working days in accordance with the applicable Tatarstan production calendar.
- Update shift schedules and notify managers and employees before the beginning of November.
- Check that the monthly salary is not reduced because of the shortened day and public-holiday days off.
- If work is performed on a non-working day, prepare an order, obtain the necessary consents and establish the compensation procedure.
- Complete the timesheet taking into account the actual established work schedule.
