It is important for an employer to distinguish between discussions of possible intergovernmental decisions and the current procedure for processing a foreign national’s employment (the standard process under the applicable migration and employment rules). There have been no reports of agreements reached, procedures launched, or confirmed organized recruitment of workers from Afghanistan. Accordingly, workforce planning cannot be based on the assumption that the company will gain access to a special recruitment channel from this country.

The company should not pay for “guaranteed” employment without conducting this verification. The risk is not limited to recruitment costs: the company may receive candidates who cannot be employed under the proposed arrangement and lose time replacing the recruitment channel. Verifiable documentary evidence is more important than promises of the imminent launch of organized recruitment.
